The university was founded in 1976 by Dr. Jose G. Tamayo in Biñan, Laguna. Initially named the Perpetual Help College of Laguna, the institution aimed to provide accessible education to local students and foster community development. In 1982, the college was granted university status by the Commission on Higher Education (CHED), a pivotal moment that marked its transition into a recognized institution of higher learning.

In the early years, the university focused on offering undergraduate programs in the arts and sciences, business, and education, laying a solid foundation for its academic reputation.
