University of Cagayan Valley is a private, non-sectarian university located in Tuguegarao, Cagayan, Philippines.

The institution's roots can be traced back to the early 1940s when the Cagayan Provincial Government established a teacher training program in Tuguegarao. This initiative aimed to address the urgent need for qualified teachers in the region, recognizing the critical role that education plays in community development. In 1948, the program was formally organized as the Cagayan Teachers College, a government-run institution dedicated to preparing educators. In 1965, to reflect this broader academic scope, the institution was renamed Cagayan Colleges Tuguegarao.
